Rick Charlebois spent 30 years in the Canadian Forces retiring as a Colonel working in the finance and supply chain area. He has lived and/or worked in every province and territory in Canada. Rick also spent a year in Syria on a United Nations peacekeeping mission during the 9/11 crisis in 2001. Following his military career, Rick then worked in the federal government working in three departments. He was Deputy CFO/Director General of Finance for Health Canada; led a senior level cross federal government integration project resulting in legislative change at the Treasury Board of Canada, and then retired as Assistant Deputy Minister Corporate Services/Chief Financial Officer of the Public Service Commission of Canada responsible for public affairs, communications, procurement, finance, security, facilities, HR, IT/IM, audit, program evaluation and strategic planning.
Rick was appointed as Director Corporate Services/Treasurer at the Town of Petrolia in 2013. He was recognized for his efforts in 2016 by a provincial award for his contributions to municipal long term financial planning and the role of the modern municipal Treasurer. Rick is a Chartered Professional Accountant and has his MBA.
Rick has been active in the volunteer sector throughout his career. Recent activities include: Board Member and Board Treasurer for Bluewater Health; Big Brothers in-school mentor; Junior Achievement instructor for school programs; and a billet family for Sarnia Sting and Sarnia Legionnaires hockey players.
Rick resides in the beautiful city of Sarnia with his wife Barb and daughter Beth and a daughter, Brooke lives in Ottawa.
Rick promises to contribute to the best of his abilities working with his fellow Board Members and LHIN staff in fulfilling our LHIN mandate and providing the best possible health care for all in our region.
